EU Leaders Seek Clearer Response Plan for Attacks on Member States
According to statements, discussions focused on clarifying how the EU would act in such a scenario, particularly under its mutual defense framework.
Nikos Christodoulides, head of the Greek Cypriot Administration and host of the meeting, indicated that further planning is underway. “The Commission will prepare a blueprint on how we respond in case a member state triggers Article 42.7,” he told reporters.
Article 42.7, a clause within the EU treaty, requires member states to assist any country that becomes the target of armed aggression, using all available means. However, despite its significance, the practical implementation of this provision remains unclear.
The renewed attention to the clause has been partly influenced by a drone strike targeting a British base on the island in March, which underscored the possibility of regional conflicts extending into EU territory. According to reports, the Greek Cypriot Administration is one of the few EU members that is not part of NATO, adding further urgency to the need for a clear operational plan.
Christodoulides emphasized that both NATO-affiliated members and those outside the alliance recognize the importance of preparedness. “All member states that are NATO members—but also those countries that are not—see the necessity to have an operational plan,” he added.
Although Article 42.7 has only been activated once—by France following the November 2015 attacks in Paris—key questions about its application remain unresolved. “There are a number of questions that need answers. Let’s say France triggers Article 42.7—which countries would be the first to respond to the request of the French government? What are the needs of the country that activate the clause?” Christodoulides said.
